An involuntarily celibate person, even if they are bitter about it, is not an "incel". I was the one saying a few months ago that it would eventually be used as a put-down against them to vaguely insinuate that they are potential terrorists. On the other extreme, someone who is a member of a self-identified incel community is an incel. In between, there are people who are misogynistic and think that they deserve sex from women, where I wouldn't quibble either way with where you'd place them, and I do not know Quartz's views on the latter, although the stance on the former seems pretty clear.
