It sounds like someone is constantly hammering at the forum trying to log into all the accounts. The board has an anti-hacking timeout period for too many incorrect password tries but the attacker is continually tripping the timeout period thereby locking everyone, including legitimate users out of the forum.

What is weirding people out is that the IP address they get in their email is an internal IP address.

I don't know who is doing it but yes, some party appears to be trying to log into all the dope accounts and is continually tripping the incorrect password timeout function.
