Towing stuff. w/car truck or whatever

Following the whole EV changeover thing and seeing some people in the US talking about EVs and towing (yes, truly a concern) made me go into a rabbit hole about regulations about towing in the U.S. I tried googling, but it seems to me that maximum tow capacity will vary from state to state and also from vehicle to vehicle, and even depend on engine in the same model. Is this so? How does one find out what is allowed?
My WAG is that it's specified in some user manual for the vehicle you buy, but if I want to compare before buying?

Also, how much would it typically cost to get a tow hook on a brand new car, from the dealer?

My truck's owner's manual specifies its load capacity and towing capacity. You can look up towing capacity online, too. I don't know of any website that lists them all, but you can easily find stuff like "Top 10 Pickup Tow Ratings" and the like for current models (SUVs and CUVs, too).

So you can tow like 1000 pounds with a Mustang and like 10,000 pounds with something like an F-350. Yes, the engine, suspension, and brakes affect the vehicle's rating.

A hitch for my Tacoma ranges up to about $300 for an aftermarket piece - easy to DIY install. I'd guess maybe a couple hundred to have it installed but that's just a wild-ass guess.
