Does it make a difference that Majel Barrett is listed twice? (Thrice, if you count L'Waxana Troi, which I find to be a gross oversight in your listing.)

It will be a face-off among characters, not actors. Two different characters portrayed by the same actor are two separate entries. A single character portrayed in different episodes by different actors is still just one.

These preliminary lists are a test of interest and a qualification vote to fill out the bracket. The characters you see here were either primary characters in a very small number of episodes (maybe just one), or they were recurring secondary characters who never had substantial dialogue.

You can safely assume that anybody that had significantly more screen time and dialogue than these is already in my list for the main event. That includes every credited regular for all five series, and also the most prominent recurring characters, such as Q or Lwaxana.
