They're clones. All Weyouns are facets of Weyoun.

For purposes of the poll, Star Trek Nemesis sucked. If you want to vote against Picard on the basis of Shinzon, go for it.

Zathras is/are from Babylon 5. The point of comparison is that they are multiple look-alike individuals played by the same actor. But I think the Zathras is supposed to be a species that just is that way, whereas the Weyouns are literally copies of one individual (of the Vorta species), of which only one is active at a time.
