Tough call. They did a lot with both characters, although as originally purposed Seven didn't need to do much more than stand there and breathe. But I think Data edges this one.

I came in to vote for the sexy borg woman, but Data is the 'better character', so I didn't.

Yeah, Seven didn't remain like that. Her appearance became much more tolerable to look at. At the time, the actress was also dating Brannon Braga, one of Voyager's co-producers.
