This one is really hard. Riker has grown on me since I've been watching, but on the other hand Khan is the bad guy to beat all bad guys. By what criteria can we judge? Aaargh.

Khan has his points, but I have scant respect for him since he turned down the opportunity to find a useful and fulfilling place in Federation society, proudly proclaimed it was better to rule in Hell than serve in Heaven, then blamed Kirk when Hell turned out, through no fault of Kirk's, to actually be Hell rather than a virgin colony world requiring only a bit of fixing up.
Riker started slow but has given the world the phrase "Growing the beard" as the antithesis of "Jumping the shark", and even though TNG had at least three even better characters in Picard, Data and Worf (in no particular order) I rate him ahead of Khan by a distance. |

Maybe I haven't seen the best of Riker yet. I guess he's useful, but he doesn't have any particular skills or qualities that mean another person couldn't do his job just as efficiently.
Khan is the only one who could ever do Khan's job. |
