Spock, but it gives me no pleasure to toss Data over the side at this stage. Someone screwed up the seeding - he was one of the big three in TNG if you ask me.

I'd put Worf in ahead of Wesley once the writers realized what they'd got, but Picard and Data are the unquestioned shoo-ins for sure. Then Kirk, Spock and McCoy, and the others be who you please.
