How common are subsidized home drug testing kits?

A local politician recently announced a program in which town residents can come to an event and pick up home drug testing kits (limit: 2 per family). How widespread is this? Do you have a similar program in your locality?

Here's the press release from the town government, linked to from the politician's e-mail newsletter.
