Dog vet care advice

I adopted a dog in April. Dolly was rescued from Mexico (La Playa), where someone attacked her with a machete. She was treated there. all the toes on her LR foot removed, and some on her other feet. (She often walks on 3 feet.)mShe was also spayed and given her vaccines. She still has some health issues.

Her teeth are clearly damaged and she will need several (or more) extractions.
She has a growth on her foot that needs removed and examined by a pathologist
She has an overgrowth of foot pad keratin that needs trimmed.
I thought that was all, but blood tests show protien in her urine that has increased over the past several months. That means her kidneys are not functioning well. She'll probably need special low-protien food her whole life, and may have associated problems. I don't know what but Camellia died of this.

This is going to be very expensive. I'm hunting up organizations that help with food and vet bills. In SF I was a clients of PAWS, which did both, but here there doesn't seem to be a similar one-stop dog shop.

Advice? Suggestions?
