She didn't. She made a statement back in 2006, but didn't want to press charges. She waited a long time to change her mind, but she came forward early. She and her lawyer were just stupid about how they went about it:

Oops...my bad. I forgot that sexual harassment is only a problem when a conservative is accused. If the accusation isn't against a conservative, it's funny. I would hesitate to jump to verifying this just yet...they didn't come out until someone else did, which can be seen two ways: either they felt safe because someone else came out about it first or they saw an opportunity to jump on some sort of possible money wagon or fame wagon or what have you.

Since nobody bothered to answer Lazlo's question, and because I believe it deserves a valid response: Laz, buddy, we have to forgive the American people for their drone-like simplification of a complex constitutional machination. President Bill was impeached because he lied -- not just under oath, but also to the American people -- about his sexual hijinks. Frankly, I think he deserved the impeachment because he should have known that the Pubbies practically slobbered all over themselves at the prospect of legally pillorying him for months because of his sexual proclivities. Yes, he was impeached for lying -- about sex. And the only thing the American people ever heard during that entire process was SEX! SSSEEEEXXXXX!!!!
Seriously, the Great Unwashed are (1) that simplistic and (2) that obsessed with sex, and the American Media Machine not only knows that, it promotes it for ratings bonanzas whenever possible. If you're that prominent a public figure you probably WON'T go in voluntarily and answer questions, you'll send a lawyer. On account of not wanting to have any sort of grounds later for a perjury charge. The fact that he did, without reservation, indicates that he knows there's no substance there for a case. Duh.
