There are vB 'mention' tags, but the easy way to mention someone is just to type the "@" character in front of their username, and the 'mention' tags will automatically be formatted in. I accidentally mentioned @Cosmic Owl this way recently. Then I tried to edit out the mention but I think it was too late. He won't mind that I mentioned him again here because it will draw his attention to this great thread.
