Kurtz was a smart military mind that became twisted with aspirations of making a better society. Ewell was just a dumb ignorant hick who was trapped in a vicious spiral of hate for that which he feared. So, it's a matter of evolution vs stagnation. As a plodding progressive, I gotta vote against the status quo: Ewell it is.

As a conscientious progressive, gotta acknowledge the evil of hubris, especially from someone who should be expected to know better.

After a lot of thought I am giving my vote to the rationally evil rather than the irrationally evil. Both men are evil, but one is evil because he's gone insane. This makes him, vaguely, sympathetic and therefore less villainous, if only by a smidge.
