It's often thought that he was named after Frank Oz, who was his puppeteer, but Frank said it's just a variant of "fuzzy bear." Yet another story says he was named for his builder, Faz Fazakas. Wocka wocka!

So I just went through and read the Muppet Wiki entry on Fozzie, and it turns out that he started out as kinda Kermit's sidekick and kinda Rowlf's sidekick and is currently (as in, in the recent movies) Miss. Piggy's sidekick.
